This is a bugfix release for the Tag after download extension, that was broken in 3. If you don't use the extension, there is no need to update your installation.

I expected that all subscriptions of the existing device would be added to the new device automatically, but that didn't happen. Using the "Trigger sync" button also changed nothing.
